Deputy City Manager Jim Parrish

Jim Parrish is Deputy City Manager - Administrative Services for the City of Plano, Texas. He is responsible for coordinating the city’s internal service-related functions including Budget & Research, Communications & Community Outreach, Finance, Human Resources, Media Relations, Procurement & Project Management and Technology Services.

Mr. Parrish is active in several professional associations. He is Chair of the Texas Municipal Retirement System Board of Trustees; Past President of the National Public Employer Labor Relations Association and is a Certified Labor Relations Professional; Past President of the Texas Municipal Human Resources Association; former board member of the Texas Municipal League; charter member of the Public Employees Benefit Alliance; certified professional member of the Society for Human Resource Management; member of the Texas City Manager’s Association and is a Certified Public Manager.

Mr. Parrish earned B.S. and M.B.A. degrees from West Texas A & M University. He joined the City of Plano in 2011 as Human Resources Director and was appointed Deputy City Manager in 2014.
